TERMS OF THIS CALL
The International University of Andalusia -in collaboration with Goteo- launchs a matchfunding call for innovative cultural projects using open content and bringing value to cultural heritage by way of digital remix
Cultural goods in the public domain forming part of the Commons include ideas, projects, information, and intangible goods that include cultural content, and which are free of exclusive rights of use, thanks to various factors. These factors include authors’ decisions to release their work freely and voluntarily into the public domain or under open licenses, or perhaps due to the expiration of prior forms of rights licensing, or when those cultural goods are created using public resources and, therefore, must be incorporated into the public domain and made available for public use.
Although in theory we have the right to use, re-use and share the public domain, often this right is blocked. The barriers to use include the fact that our cultural goods are not digitalized, or perhaps because the institutions that create and store these goods have not offered them as open-access on the internet.
With this in mind, it’s worth remembering that the guaranteed right of free access to culture is a major social function of our public institutions. For that reason, in this call we’re looking for projects from innovative and citizen perspectives that take advantage of the value in the public domain, by:

Fostering access to the public information of public administrations.

Promoting the digitalization of cultural goods as well as their dissemination and accessibility.

Designing new technological applications based on open content from Spanish or European public institutions.
-
Creating more open and expanded education spaces by using Public Domain as the main content.
-
Seeking interrelationships among disciplines and the collaboration of various public and private agents.
-
Involving new opportunities for transferring knowledge and results.
-
Generating collective returns and open access results that permit their reuse.
Below, we’ve given you some inspiring examples of projects that are working with public domain (or similar):
GENERAL INFORMATION
In December 2012, the UNIA approved the launch of a crowdfunding collective project through GOTEO as a three-part call: the first in the field of cultural action and social innovation, the second in education and innovation, and the third in cooperation and childhood. The results of all these are available on the UNIA blog and the GOTEO portal.
This framework and collaboration strategy with GOTEO is essential for increasing the relevance of civil society and enabling the launch and design of collective projects, backed by institutions. Through this call, up to five projects will be selected for a collective funding campaign in which the UNIA and citizens join forces to achieve their financing objectives: for every citizen contribution, the UNIA will add another contribution (matchfunding), according to the procedures and conditions specified in this call.
Terms and Conditions of the call
1st Objectives
The aims of the call are:

To promote innovative projects in the field of culture and public domain, aimed at the re-use, dissemination and accessibility of digital goods.

To support projects that contribute to the process of opening and making accessible sources of knowledge through innovative practices, including their methodologies, tools, practices, models of intervention, etc.

To foster projects emerging from within - or beyond - the limits of academia, that encourage open knowledge.
2nd: Themes
In order to achieve a more participative and transparent management of the resources allocated by the UNIA, this call will be handled through GOTEO platform, providing consultation throughout the process.
Goteo promotes the development of creative and innovative initiatives that contribute to the development of free knowledge, based on the collective financing of projects, distributed collaboration and collective returns. In that regard, the workflow management which began in the first, second and third calls for UNIA match funding will be continued.
3rd: Participants
This call is open to all participants developing projects related to culture and the public domain, oriented to the promotion of collective benefits, sharing of knowledge and collaborative work. Furthermore, the projects must generate collective returns through open licenses that encourage a broad and shared use in society.
4th: Requirements

Culture and commons-related projects that encourage accessibility and knowledge of cultural goods in the public domain.

Projects that offer collective returns and generate open access results that allow reuse.

Projects that promote participation and the active collaboration of various agents.
5th: Evaluation criteria

Projects should provide information, products, services or values that are desirable for the community and which generate positive impact on the social environment.

Projects should promote participatory governance.
-
Projects should be socially responsible.
-
Projects should be economically viable, with transparent management.
-
Projects’ results should be freely available: open source, replicable, and reusable by others.
-
Projects should have potential for growth and scalability.
-
Projects should generate collective returns that also recirculate the resources of both UNIA and the academic sector.

Projects should show previous experience: impact of results, and number of people or communities that benefited.
-
Projects’ scope: innovation should play a great part.
6th: Collective returns within UNIA
Projects should include collective returns which show the engagement of UNIA in participatory and transparent public resource management. Such results will be expressly reflected in the final agreement between UNIA and each project promoter. Collective returns can be any content incorporated under Creative Commons licenses to any UNIA digital archive, as well as open educational resources, awareness campaigns, etc.
UNIA matchfunding aims to go beyond the funding for each call within the different proposals. It aspires to support those initiatives that society considers valuable, promote collective returns-oriented projects, and disseminate new networking strategies and distributed and/or shared knowledge collaboration.
In the interest of transparency, we want to emphasize the invisible work of idea creators, and the value of thinkers, highlighting the importance of the process over the final results. Therefore, it is advisable to include all pre-production work in the budget: that is, the time devoted to shape an idea and to turn it into project.
7th: Phases, call deadlines and financing procedure
1. Selection phases
The selection process consists of two phases:

Phase One: Pre-selection (“shortlisting”) of those projects which fulfill the call requirements, and have been positively evaluated by the advisory committee (composed of technical staff from the UNIA and GOTEO) according to the evaluation criteria of the call. The promoters of the shortlisted projects will take part in a workshop on "collective financing, distributed collaboration and collective returns", held jointly by UNIA and GOTEO.

Phase Two: A new deadline will be opened in order to reshape projects according to the training received or to submit joint projects. After closing the second term, the advisory committee will select five projects as finalists.
2. Deadlines

March 2nd to 27th, 2015 (inclusive) will be the period for preparation and submission of proposals (deadline March 27th). After their evaluation, the Committee may request further information as well as some adjustments to the proposals in order to optimize their chances for co-funding.

From March 30th to April 15, 2015 (inclusive), the Advisory Committee will hold an application evaluation and screening phase. Up to 20 projects will be selected.

Between April 27th and 30th, 2015, we will kick off a training for the shortlisted projects (which will be either one full day or two half days).

Phase Two:

May 1st to May 10th, 2015 will be the presentation period for shortlisted projects that choose to present jointly, or to be reformulated (deadline May 10th).

From May 18th to June 7th, 2015, the five shortlisted projects will receive the final recommendations prior to the launch of the crowdfunding campaign.

June 10th to June 19th, 2015 :Crowdfunding campaign with a single funding round (40 days).

3. Funding procedure
UNIA will provide €10,000 in matchfunding capital, which will be distributed among the five selected projects and presented on the GOTEO platform during their respective crowdfunding campaigns. Therefore, the matchfunding contribution to each project will vary depending upon the level of community support.
For each euro donated by citizens, UNIA will contribute one euro from its matchfunding fund, up to a maximum of €2,500.00 per project. As with all of our crowdfunding campaigns, the project must achieve its minimum crowdfunding goal in order to activate the matchfunding.
UNIA will contribute a maximum of €100 per individual donation, which means that UNIA matchfunding will double users’ contributions up to an amount of €100 per. If any project receives an individual donation exceeding this amount, the UNIA contribution will be limited to €100.
UNIA matchfunding donations can only be granted once per citizen contribution. Although any citizen is allowed to make additional contributions, the matchfunding will be donated only for the first contribution
Once the campaign is finished, participants will have a one year period in which to implement their projects and fulfill their specific collective return for UNIA. The promoter of the funded project will sign an agreement with UNIA in which the latter will agree to the funding of specific expenditures for the project, evaluating each project on an individual basis. Under no circumstances will UNIA pay any bills nor any similar documents valid for commercial legal transactions issued by the project promoter. UNIA matchfunding will be paid upon receipt of third-party invoices for specific expenses issued by parties other than the promoters. The project will receive individual contributions upon the completion of the campaign under the terms established by GOTEO and Fundación Fuentes Abiertas. Projects promoted in this call must cite the support of UNIA (the International University of Andalusia) in their credits.
Terms and conditions as per Goteo campaigns
This call is managed according to the terms and conditions of GOTEO financing. According to the GOTEO terms of use, if a project does not reach its minimum funding goal, it will receive neither the crowdfunding nor the UNIA matchfunding. The money collected will be returned to contributors.
